The apartment for which the planning application has been made is in a residential building. There is no on-site manager.
My concerns are around
1.
Security - digital codes have to be given to tenants meaning they will have ongoing access to the building.
2. Behavior such as smoking on balconies ( expressly forbidden in the by laws) and use of the pool outside of hours, diving and excessive noise( past experience with current short term rental apartments)Laundry/ towels over balcony balustrades. Mis-use of rubbish shutes, rubbish and recycling bins.
3. Adherence to the minimum letting period of 5 which is often breached by the current short term let apartments.
4. Short term tenants misusing visitor parking-they are not visitors.
5. The difficulty in contacting apartment owners when breaches occur during tenancies. Permanent Residents are inconvenienced.
6. Short term rentals do nothing to help ease the shortage of rental accommodation in this area.

1) You the council do not even follow your own rules. This applicant did not notify the body corp before submitting as per your regulations, this has been the case on more than this submission.
2) There is no 24hr manager, this is a residential complex,
3) owners of current ABNB are not readily contactable, when there are issues
4) current ABNB are bringing animals for stays
5) most are not obeying the 6 night stay rule, and you do nothing about it even after complaints. You the council are the only ones allowed to request rental informations.
6) ABNB do nothing to help the rental issue, we would be better with long term rentals
7) Children are unsupervised in the pool and spa
8) they do follow the rules, give out security codes, don’t bag rubbish, put recycle down the shoot.
9) You comment that you “MAY” consider these submissions is a sad reflection of how you view your rate payers

My concerns are:

2. Some short stay people have no respect for other residents or care for the property or the Beah Life Rules. Behavior such as smoking on balconies and use of the pool outside of hours, diving and excessive noise, laundry/towels hanging over balcony balustrades, misuse of rubbish shutes, rubbish and recycling bins.
3. Parking in resident's car park spots, bikes and scooters used on common property.
4. The apartment for which the planning application has been made is in a residential building. There is no on-site manager which makes it more difficult to control unruly behavior, other issues etc.
5. Adherence to the minimum letting period of 5 which is often breached by the current short term let apartments.
6. The difficulty in contacting apartment owners when breaches occur during tenancies, which means permanent residents are inconvenienced even more.
7. Short term rentals do nothing to help ease the shortage of rental accommodation in this area.

This building has NO ONSITE manager, as it was sold as a residential development. We already have five Council approved short term rentals, with minimal consultation with owners. Adding another one will take us to over 10% of short term rentals in our building which will have significant impact on permanent residents. How does Council propose to monitor fire and safety regulations for approved short term letting and deal with non-compliance? Short term rental prices are very high, so we often see more than one family squeezed into these apartments. We have already had to call the police on a previous occasion due to excessive noise levels after midnight. Short-term renters often show a lack of respect of the building By-Laws - we regularly experience cigarette smoking on balconies, people vomiting over balconies, rubbish not put into correct bins, parking in incorrect parking bays, wet, sandy floors and security issues to name a few. It is getting to the point that short term letting is impacting on our ability to peacefully enjoy living in our unit over holiday periods. With no onsite manager, SCC rate paying residents have to endure the inconvenience, noise, additional cleaning and maintenance costs after holiday periods. The traditional hotel letting pool rarely has 100% occupancy rates, yet we see a chronic housing shortage on the coast. Surely, it is time that Council prioritises its rate payers over sourcing revenue from short term letting approvals (especially in buildings with no onsite manager), yet take no responsibility for the adverse impacts.
