In our opinion the entire area proposed for development is too narrow to permit access to the site of the former Commonwealth Bank, and negotiating around tables and chairs will be a task for people wishing to attend the Medical Centre, but they're problems for the Mall to consider.
HOWEVER.....the existing access stairway to the carpark will need to be upgraded in order comply with current Standards, because the steps are currently too high relative to each other, they're too narrow, and the single, poorly positioned handrail should be duplicated.
