This development at 30 Farr Street Banksia is NEXT DOOR to a heritage conservation.
Whilst the house is not located within the HCA, it is within very close proximity. It is next door to houses in the HCA and backs onto a house listed within a HCA zone. Therefore, street character will need to be a major consideration.
The street is characterised by single storey, terrace dwellings. There are only two double storey houses on the east side of Farr Street but these were constructed over 30 years ago before heritage was considered so should not be used as precedents.
Without any plans available and no notification to neighbors, how can we ensure that the new construction is similar in scale and design to fit in with the character of the houses in the HCA?
Other Councils have specific regulation for building NEXT to a Heritage Conservation Area or within the vicinity of a Heritage Listed item. For example a number of Councils including Inner West, Blue Mountains, Central Coast publish words to the effects of:
"Development in the vicinity of a heritage item or Heritage Conservation Area must respect and not
dominate or detract from their heritage significance and should be sympathetic with the item or area
in terms of the building envelope, bulk, scale and height; architectural style; materials, colours and finishes; and building and street alignment."
This does not stop construction but does allow Council to control what happens around areas it considers significant enough to list.
