- Development Victoria is progressing the redevelopment of 31 The Avenue, Coburg, which will ultimately deliver up to 275 apartments together with new public open space and supporting infrastructure. To facilitate the orderly delivery of the project, the current application seeks approval for a staged subdivision of the site. The first stage of subdivision is proposed to create separate lots for the build-to-rent apartment building, the Council Road and Public Reserve, while retaining the balance of the land as a staged lot (S2) to accommodate the future build-to-sell apartment development. The subdivision design has been informed by the approved master plan, which envisages the future delivery of three apartment towers. Given that the timing and sequencing of these future development stages is not yet known, the proposed staged subdivision has been designed to maximise delivery flexibility. Specifically, Council is requested to issue a subdivision permit that enables future subdivision stages to be delivered independently or concurrently, without requiring any particular tower or stage to be completed prior to another. This approach ensures the subdivision framework can respond to market conditions, construction programming and development delivery requirements, while remaining consistent with the outcomes envisaged by the approved master plan. Accordingly, the proposed staging arrangement is intended to provide maximum flexibility in the future delivery of the development, allowing each tower to be developed and subdivided in any sequence, or simultaneously, as circumstances require.
