1. Silt management/contamination
This site falls to drain to Lane Cove National Park to the west, opposite the property at No 30. Previous works at 28, 24 and 17 have all failed to provide runoff and sediment controls at the site boundary downslope, the site entrance where access by machines occurs, and stormwater inlet pits in Albert Drive. This has resulted in fines $$ and/orders to the builder for both cement runoff and silt plumes in the LCNP and stormwater system. Can there be a condition of consent enforced that silt controls be installed prior to demolition works and maintained throughout the project? And no extended wash off of cement waste on the nature strip area as this can impact on street trees and pedestrians.
2. Asbestos removal.
Will this be done correctly during the demolition works? Who will regulate this work as being safely undertaken? No 24 was scary.
3. Adjoining Parkland vegetation protection.
The site adjoins community land (park) on two sides. Will this land be protected during the demolition and construction works? Will the adjoins trees on Council land be protected including root protection during excavation? Will a hardwood timber paling fence to 1800mm high be built by the applicant as required under bushfire zone standards along these boundaries? Will overlooking into adjoining parkland be ameliorated by a tree planting contribution to Council?
4. Works construction zone.
Can the number of vehicles parked in this residential street be capped to the property frontage or not on both sides to allow residents to have parking outside their own homes. Truck deliveries and road closures must be safely controlled and planned to allow resident and garbage truck through access at all times, especially during bushfire summer weather.
5. Summer bushfire risks.
Full fire access must be available to CFU units, CFU trailers, fire hydrants and fire trucks at all times. The builder at no 35 blocked hydrant access with their site fence previously and access is still tight. Builders’ vehicles can restrict free access to fire equipment trailers and hydrants.
The stockpiling of flammable building materials must be limited or controlled and adequate fire fighting measures available on site, such as water tankers during the building works. Five houses have been burned in Albert Drive previously.
6. Excavation of rock.
The excavation noise of rock hammers and excavators must be limited to short periods during construction hours. Constant rock hammers noise exposure can prove debilitating to adjoining residents.
7. Landscape plan.
The approved landscape plan is completely inadequate. The planting of a few acmena and syzigium is not a suitable selection for sandstone rock terraces and possums eat them fast. What about some canopy trees? Reinstate some habitat and shade? No canopy trees have been planted in most new developments in this area - just clear felled and/or illegally removed. (Eg 40 Charles St) .
8. Builders waste
Can cleaning the nature strip and gutters outside the building site of litter - food waste, materials packaging, coffee cups, takeaway wrappers, plastic bottles, cigarette waste and plastic bags be mandatory at the end of each day? This washes into the LCNP unless the residents go and clean it up. Who do we call to fix this? Most PCAs are either dismissive or ignore issues when contacted.
Summary - build this dwelling by all means but consider the site management, environment of LCNP and the residents.
