The proposal is to install a sliding acoustic/privacy door to the front of the existing modern townhouse. The screen will be located in front of the existing front entry door and ground-floor bedroom window. It will be approximately 5 metres wide by 3 metres high and will be installed wholly within the property boundary. The screen will not swing, slide, project, or otherwise encroach over the public footpath or any Council land. The proposed screen is intended to improve residential amenity, privacy, safety and acoustic protection for the occupants. The property is located close to late-night hospitality activity and has been affected by repeated loud noise and anti-social behaviour associated with bar patrons, including urination and vomiting on the front of the dwelling. The proposed sliding door is a practical and proportionate response to these impacts. The townhouse is a modern dwelling, approximately 8 years old, and is not an individually significant heritage building. The proposal does not involve demolition, extension of the building envelope, additional floor area, change of use, or alteration to the original roof form or broader built form. The works are limited to the installation of a reversible external screen to the modern front façade. The design will be visually compatible with the existing modern townhouse development. The proposed materials and colour will be selected to complement the existing façade and minimise any visual impact on the streetscape. The proposal will maintain the function of the existing front entry and bedroom window. The sliding door will not create any obstruction to safe access or egress and will be installed in accordance with relevant structural and safety requirements. Overall, the proposal is a modest, site-specific and reversible addition to a modern townhouse frontage. It is sought to address genuine amenity, privacy, hygiene and safety impacts while maintaining an acceptable presentation to the street. Given the limited and site-specific nature of the proposal, and the amenity impacts this seeks to address, we respectfully ask Council to consider whether the proposed works may be treated as exempt from the requirement for a planning permit, or otherwise capable of being approved through a minor works, VicSmart, or other streamlined assessment pathway.
